Paul Minter

Paul brings a wealth of expertise in non-financial risk management, grounded in practical experience and a deep understanding of regulatory expectations after 5 years of leading APRA’s risk transformation team. 
During his time at APRA, Paul pioneered the introduction of operating effectiveness tests for non-financial risk data into the supervisory tool-kit and advised APRA-regulated entities on sustainable change, particularly in risk transformation programs. Prior to APRA, Paul amassed over 12 years of experience as a non-financial risk specialist within the financial services industry, covering all three lines of defence.
 
Paul‘s direct involvement in shaping regulatory standards and practices includes co-authoring CPS 230. He integrated data-driven insights into APRA’s approach to non-financial risk, shifting the focus from design to operational effectiveness testing, and piloted AI application, including natural language processing, for non-financial risk analysis.
